Sure, they understand the situation, but it obviously wouldn't matter after all. They're always waiting for a mess--or anything concerning to do with their soldiers--, to react it like that... They are never going to stop randomly killing Arabs for "ridiculous" reasons happening at time, but the usual main serious reason isn't ridiculous, anyway.
