Moussa said the rival parties had agreed on a formula that would give the anti-Syrian pro-government camp less than two-thirds of the cabinet and leave the Hizbullah-sprearheaded alliance short of its demand for just over one-third. A neutral cabinet minister would hold the balance.
Okay, so who else thinks that "a neutral cabinet minister" in Lebanon doesn't exist ? In a country where you can tell where someone is from by his last name, where you can tell his religion AND sect by his last name, there is no such thing as a neutral cabinet minister. And even if there was one. In an era when ministers are being killed left and right, imagine the EXTREME pressure put on this "neutral" guy by BOTH lebanese political groups AND OTHER STATES. Assad once said he'd break Lebanon on Haririr's head and he delivered. It is likely that similar threats and BRIBES would plague the "neutral" minister so that he wouldn't be neutral at all. In addition, this neutral minister is going to play the absolute biggest role! In decisions where the majority and "opposition"(not so much an opposition anymore with their newfound power) are tied so to speak, the neutral minister is the tie breaker.
And who exactly in Lebanon is neutral these days ?
