This tutorial is for Photoshop
First select any image you would like then duplicate it.
I'll be using this image:

with the top layer selected go to Filter >> Blur >> Guassian Blur
I set my radius to 3.7, but you can set it to what you will like.
Then go to the blending options of your top layer then set the blend mode to hard light
