1. Pick an image you want to try to use the effect on.
2. Open up your layer options (WINDOW > LAYERS)
Once your layer frame is open, right click on the background image and hit "duplicate layer"
3. Go to FILTER > BLUR > MOTION BLUR
Match your frame settings like mine
4. Your layer option frame should still be open
Click in the box that says "normal" and set it to overlay.
The opacity can be anything you like, mine is at 68%.
Once done, hit CTRL+E on your keyboard to merge the layers.
